    Philippines President: Explosion that killed 14 was act of terrorism

    (CNN) Philippines President Rodrigo Duterte visited a morgue early Saturday to pay respects to the 14 people killed hours earlier in an explosion at a crowded market in Davao City.

    At least 71 people were injured in the attack on the popular market.

    Duterte described the attack as an act of terrorism, and declared the nation in "a state of lawlessness," the official Philippines News Agency reported, authorizing the police and military to search cars and frisk people at checkpoints.
    He said he had not declared martial law, according to PNA.

    "We have to confront the ugly head of terrorism," Duterte said Friday, standing near the explosion site in his hometown. "We will take this as a police matter about terrorism."

    The cause of the explosion, which happened around 10 p.m. ET Friday, is not known. But presidential spokesman Martin Andanar said components of a suspected improvised explosive device were found at the scene, according to CNN affiliate ABS-CBN.

    Duterte declares ‘state of lawlessness’

    President Rodrigo Duterte early Saturday declared “a state of lawlessness” or “a state of lawless violence” to counter terrorism and strengthen the campaign against illegal-drug trade.

    Speaking in a televised interview, he clarified “it’s not martial law but it would require nationwide, well-coordinated efforts of the military and the police.”

    “I have this duty to protect the country. I have this duty to keep intact the integrity of the nation,” he added.

    “There will be major checkpoints,” he said.

    Around 4 a.m. Saturday, Duterte visited the site of the explosion at the Davao City night market that had left 14 dead and 67 wounded, based on the latest police reports.

    “This is not the first time Davao has been sacrificed in the altar of violence,” he added, citing there have been terrorist acts in the past.

    He considered the incident a police matter, “not a war.”

    He said such thing happened because Davao “is not under a fascist state. “

    “Everybody can come in and out of Davao,” he said. “Davao is safe, there is no criminality here except terrorism.”

    He ordered the police and the military to conduct searches and set up checkpoints in the city.

    Asked for his message his Davao residents, he said “keep calm.”

    Personally, it could be either of the three:

    - That the Abu Sayyaf group is now desperate as the PH military is sending large force into the southern island of Mindanao to combat the ASG.
    - Possibly done by some people related in the illegal drug industry that are affiliated or "protected" by local corrupt official.
    - An act of destabilization from groups that are against Pres. Duterte.

    Metro Manila on full alert

    Police in Metro Manila have been placed on full alert status following an explosion in a night market in Davao City on Friday which killed at least 14 people and wounded 74 others.

    National Capital Regional Police Office (NCRPO) Chief Supt. Oscar Albayalde declared full alert status in Metro Manila effective 12:01 p.m. Saturday to “step up the security in the region.”

    Under the full alert status, all district directors were ordered to set up checkpoints in strategic places, and to increase police visibility in all vital installations, malls, churches, train stations and all places of convergence.


    “We are stepping up security measures for everyone’s safety. All community activities remain normal, we will not allow lawless elements to derail our path towards peace. It will still be a weekend for families,” the NCRPO public information office said.

    Members of the Special Reaction Unit, Tactical Motorcycle Riding Unit and Public Safety Battalion were deployed to strategic areas in the metropolis.

    Checkpoints and Oplan Sita would also be conducted along all roads leading to airports and seaports.

    President Duterte declared a “state of lawlessness” early Saturday in the aftermath of the explosion but clarified that it was not a declaration of martial law.

    The Abu Sayyaf owned up to the deadly attack, Interior Secretary Mike Sueno said. But the Abu Sayyaf later blamed it on its allied group Daulat Ul Islamiya.

    In the down South, not that really common, the last time a situation worse than this erupted was back in 2013.
