Thats where the buying security comes in. If they where only interested in the best aircraft of the best bang for there buck it would only be the one, But they are buying them from every one making sure that if each nation whats to keep wining exports (Spare parts, further orders etc) that they have to keep Qatar protected.

They are too small and isolated to fight a war with professional troops using only best gear so they defend them selves with the cheque book.

@Bangabandhu it depends why they are buying multiple jets some are for strengthening relations while some is to Improve the Military itself. They ordered the JF-17s from Pakistan as a way to strengthen their defence cooperation with them.
The F-15QA was to improve the Qatari air force and replace their 12 Mirage 2000s from service, it was said that the 24 Rafales should of satisfied them.
The Rafale deal was a way to for them to improve relations with Paris and the Qataris have been a large Dassault operator operating the Mirage F1 previously and the Mirage 2000 currently.
The Eurofighter purchase as to improve the Qatari's capacity and capability. over all they are replacing 12 Mirage 200s with 96 aircraft of 3 types is quite curious for anyone.
